Saudi Ministry of Finance checks government payment orders with agents, air-gapped

Agents on the aixplain OS check each payment order against the Ministry's rules and show the policy behind every recommendation, inside NCGR's air-gapped infrastructure.

Before a government payment order is released in Saudi Arabia, the Ministry of Finance checks it against the rules. Since 2025, agents on the aixplain OS have done that checking alongside the Ministry's financial controllers, faster, and with the policy behind every recommendation. They run air-gapped on the infrastructure of the National Center for Government Resources Systems (NCGR).

The challenge: speed, many vendors, many sources

Any finance team that pays a large number of suppliers knows the problem. Three things make it hard.

  • Speed. Every payment order has to be checked before it is released. Checked by hand, orders wait while people read and cross-check the evidence.
  • Many vendors. Payments go to a wide range of vendors, each with its own documents, formats and terms. No two look alike, so no single template or rule covers them all.
  • Many sources. The evidence sits in several places at once: structured records in finance systems, and unstructured documents such as PDFs, scans and contracts. Checking an order means bringing both together.

On top of that, the work had to stay inside the Kingdom, explain itself in Arabic, and leave a record an auditor can follow.

Why aixplain: an OS that runs air-gapped

  • Your infrastructure. The aixplain OS runs in aixplain cloud, on your own servers or air-gapped, and the agents are the same in each. The Ministry chose air-gapped, so its data never leaves national infrastructure.
  • Your models. The agents run on the models the Ministry chooses, including models that reason and explain in Arabic, and on strong document-processing tools that read scans, PDFs and contracts. The models and tools can change without rebuilding the agents.
  • Your rules. Inspector agents check every run against policy, and every action is on record.

The solution: agents that check every order

NCGR built the Financial Controller Agent on the aixplain OS.

Every vendor, every source. The agents read the structured records and the documents behind each order, whatever the vendor's format, and check the order against the Ministry's rules.

A recommendation with its reason. Each order comes with a recommendation and the policy behind it. Inspector agents escalate the exceptions to controllers, who spend their time where judgment is needed.

Nothing leaves. The agents, the models and the documents all stay inside NCGR's air-gapped environment.

Independence: a system the Ministry owns end to end

The Ministry wanted more than a tool. It wanted a system it controls, one that no single vendor, model or cloud can hold back. That independence covers every layer:

  • Data. Payment orders, documents and decisions never leave national infrastructure.
  • Infrastructure. The aixplain OS runs air-gapped on NCGR's own servers, with no connection to any outside network. The same agents could run on-prem with network access or in a cloud, with no rebuild, if the Ministry's needs change.
  • Models. The agents run on the models the Ministry chooses, served inside the deployment, and those models can change without rebuilding the agents.
  • Operations. NCGR's own developers build and deploy new agents on the OS, so the Ministry can grow the system itself.
  • Cost. The work runs on hardware the Ministry controls, so its cost doesn't depend on any outside provider's pricing.
  • Governance. Policies, inspector agents and the record of every run stay with the agents, whichever model or server they run on.

What's next: more of the Ministry's financial work

The Ministry and NCGR are extending agents to more of the Ministry's financial operations, on the same air-gapped aixplain OS and under the same rules.

See aixplain at work

aixplain is the operating system for accountable AI agents you own. Organizations run more of their operations and services on agents, on any model and any server. Every run is checked against policy, and every agent answers to an owner.
